How to use the digital reminder book on the TousAntiCovid application?
From June 9, reminder books will again be compulsory in places open to the public to accompany the gradual reopening of dining rooms, bars and sports halls. The novelty this time? The TousAntiCovid application deploys the “Signal” functionality to offer a digital alternative to this reminder book device, accessible via QR codes.
This new feature has received a positive opinion from the CNIL, which considers this digital version “much more protective of privacy” than its paper alternative, where customers of establishments are invited to enter their telephone number on a form, left to for all to see.
In TousAntiCovid Signal, neither the location nor the identity of the contact will be specified. It works from the application by scanning a QR Code located at the entrance of the place, where it is easily visible and accessible.
What should you do at the entrance of an establishment with your smartphone?
The idea of this system is to replace as much as possible the paper reminder book set up in all establishments open to the public considered to be particularly at risk. When entering a public establishment such as a restaurant or bar, each customer is invited using their application to scan a QR Code specific to the host establishment. Clicking on “scan a QR Code place“, the smartphone camera is displayed. Once the QR code has been scanned, a page asks for the confirmation of location registration.
The module works even with the oldest smartphones, as long as they have a camera. The validity of the scan extends over a period of two-hour time slot, and there is no need to scan a QR code again on exit.
What types of alerts are sent when a Covid case is detected?
The person who receives a notification on their phone after going to a public place will not know where they had a risky contact precisely, but they will have a notion of the date of the risky contact.
Two types of notification can be issued. Theorange alert is triggered if at least one contagious and positive person is present in the same place. The person who received this notification is encouraged to get tested and monitored for symptoms. L‘Red alert means that three people attending the same place have tested positive for Covid-19. When a “cluster” appears, the person who received the red notification on their phone must isolate themselves and perform a test immediately.
Of course, for this to work, the infected person must declare it on the app. At present, nearly 300,000 people have tested positive in the application.
What should the managers of the establishments do?
The managers of public establishments have the obligation to set up the reminder book, in paper and digital format. A website is specifically made available to professionals to generate their QR code free of charge. Two pieces of information will be requested beforehand: the type of establishment concerned and its size.
Note that a special QR Code is provided for managers and employees, so that they can be warned if a case of contamination has arisen during their service.
What is the difference between QR codes and the detection of risky contacts via Bluetooth?
The purpose of the two devices included in the TousAntiCovid app is the same: to make it possible to report contact cases according to the places frequented. But the two systems in place are “complementary”, specifies a source from the Directorate General of Health.
While the QR Code can warn users who have been in the same enclosed space at the same time, bluetooth can more accurately assess whether users have found themselves within two meters of a person who has declared themselves to be positive. to Covid-19.
What is the CLEA protocol?
CLEA designates the new system deployed as part of the reopening of closed places open to the public. Clearly, it works on a mixed, decentralized and centralized protocol. When a user scans a QR code, the location code, date, time of visit and duration are saved locally on their phone only. Information related to the location code is sent to the central dedicated server if a user declares himself positive in the application.
The central server regularly transmits to the application an anonymous list with the information of the places which present a risk. The telephones thus compare each one with its log of visits and detect a possible risk. Information is kept 14 days in the visit log, before being automatically deleted.
In an opinion delivered last December, the CNIL specified that this new functionality “is based on a protocol called TAC-WARNING, distinct from the ROBERT protocol and the contact tracking functionality. In practice, it is based on the provision, by the persons in charge of the ERP [établissements recevant du public, NDLR], QR codes that people are invited to scan, at the entrance or inside these premises, with the TousAntiCovid application ”. Hence the need to have two separate servers, due to the fact that the ROBERT and TAC-W protocols operate independently, so that “the data of each of the protocols cannot be linked, and to avoid any risk of inference. ‘information,’ noted the commission.
